HARRY S TRUMAN (1884-1972), 33rd President of the United States.
Typed manuscript signed, as President, 7 separate pages, no date (circa
1950), 8 1/2"X11", with several pencil corrections in his hand,
excellent content re election reform. Reads in small part, "...I want
to thank this committee for giving me the opportunity to discuss the
steps which can be taken to strengthen our Federal election laws and to
prevent the type of corruption...which members of both parties agree
had occurred in recent elections...The Democratic National Committe is
opposed to the back-street type of campaign recently exposed...urged
all of our candidates to wage clean, constructive campaigns, to hit
hard, but to keep to the issues...Chicanery and trickery and excessive
expenditures are most effective when voters are apathetic. I would like
to see the Congress study and consider ways to make registration and
voting easier...should include...penalaties for not voting...the
failure of a large part of the eligible voters to go to the polls is a
serious problem...the increasingly heavy expenditure of funds in
outright violation of ceilings set by law...the increased use of
techniques of defamation and character assassination...used to attack
the loyalty and patriotism of decent citizens...It must be stamped
out..."
Truman writes in pencil at bottom of first page, "Bill: - I've made
some marks on the attached. Use them if you like. They are only for
clarification. It is a good document. H.S.T." Stapled at upper corner
is another note from Truman, in ink, "Memo to Mr Boyle: - I'm returning
your recommendation to the U.S. Senate Committee on elections with some
minor suggestions. H.S.T." William M Boyle Jr was Chairman of the
Democratic National Committee. Light soiling, otherwise very good
